As part of the government’s efforts to realize the “Free and Open Indo-Pacific” (FOIP), JICA conducted a cyber security capacity building exercise in Fiji for the Oceania Island Countries in collaboration with the Ministry of Internal Affairs and Communications (MIC). Twenty participants from critical infrastructure providers and government agencies from 10 ODA recipient countries, including Fiji, participated in this training.

The exercise was held for five days from Monday, February 2 to Friday, February 6, 2026. In addition to lectures on basic cybersecurity knowledge, the participants engaged in intensive exercises utilizing Japan’s Practical Cyber Defense Exercise (CYDER) (Note 1) to address practical issues such as incident handling.

Through these activities, JICA will improve the cyber security capabilities of critical infrastructure providers and government agencies in Fiji and Pacific Island countries, thereby strengthening cyber security in the Pacific region.

Under the cluster project strategy “Cyber Security,” JICA will promote cooperation in human resource development to reduce international cyber security weaknesses and risks to the entire world, including Japan, from the perspective of Japan’s national security as well as peace and stability in the international community, including Oceania.

(Note 1) CYDER (Cyber Defense Exercise with Recurrence): A hands-on, practical cyber defense exercise provided by the National Institute of Information and Communications Technology (NICT), a national research and development corporation under the jurisdiction of the Ministry of Internal Affairs and Communications, for information system personnel of national administrative agencies, local governments, independent administrative agencies, critical infrastructure providers, etc. This is a hands-on, practical cyber defense exercise provided by the National Institute of Information and Communications Technology (NICT) under the jurisdiction of the Ministry of Internal Affairs and Communications.
