The Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism will change the carry-on mobile battery rules on April 24.
Based on international standards set by the International Civil Aviation Organization (ICAO), safety standards for air transport of mobile batteries have been established, and at this time still prohibit mobile batteries in checked baggage, as well as limit the number and capacity of mobile batteries.
The ICAO’s draft emergency revision of international standards to reduce the risk of mobile batteries became effective on March 27 (local time), and Japan has decided to partially revise the “Notification Establishing Standards for the Transport of Explosives by Aircraft” and the “Application of Article 194 of the Civil Aeronautics Law Enforcement Regulations and Notification Establishing Standards for the Transport of Explosives by Aircraft” as well. The “Notification to Establish Standards for Transport of Explosives by Aircraft” and the “Application of the Notification to Establish Standards for Transport of Explosives by Aircraft” will be partially revised in Japan.
The new rules, which will be added on April 24, are as follows
Mobile batteries carried on board must have a watt-hour rating of 160Wh or less and no more than two in total.
Charging mobile batteries from in-flight power sources is prohibited on board the aircraft.
Charging other electronic devices from mobile batteries on board is also prohibited.
After April 24, the following rules will continue to apply.
Not in checked (or unchecked) baggage
Up to 160Wh of constant watt-hour (*)
Individual protection against short circuits
Not stored in a storage cabinet
*This also applies to PCs, portable game consoles, wireless earphones, tablet terminals, etc.
For spare batteries that can be removed from the main body of electronic equipment, such as digital cameras, there is no limit on the number of batteries if they are 100Wh or less, and one or two if they are between 100Wh and 160Wh (depending on the Wh of the mobile battery that is brought at the same time).
