Seibu Railway to Revise Fares on March 14, 2026. Ikebukuro to Tokorozawa: 356 yen to 402 yen; first major private railway company to introduce “Children’s All-Line Commuter Passes”.

Seibu Railway will implement fare revision on March 14, 2026. Seibu Railways will also introduce the “Children’s All-Line Commuter Pass” on March 14, 2026.

On July 23, 2025, the Minister of Land, Infrastructure, Transport and Tourism approved a change in the maximum rail passenger fare. The revision date has now been announced. The revision rate for ordinary passenger fares is 11.9%, and the first ride of a one-yen unit (IC fare) will go from 157 yen to 169 yen. IC fares for 25 to 28 km, equivalent to the distance between Ikebukuro and Tokorozawa stations, will go from 356 yen to 402 yen.

Commuter pass fares will be revised by 10.0%. One-month commuter pass fares between Ikebukuro and Tokorozawa stations will increase from 13,580 yen to 14,980 yen. Commuter pass fares will remain unchanged. Tickets and commuter passes purchased before the fare revision can be used until the end of their validity period.

IC fares for children will be flat at 50 yen (transfer discounts and other discounts may be applied). This is the second railroad company in the Tokyo metropolitan area to offer uniform fares for children, following Odakyu Electric Railway (50 yen) and Keihin Electric Express Railway (75 yen). However, paper tickets will be half the price of adult tickets as in the current system.

Children’s commuter pass fares have been flattened to 500 yen per month for all routes and 1,000 yen per month for children’s commuter pass fares. In addition, “Children’s All-Line Commuter Pass,” which allows unlimited travel on all Seibu lines, will be available exclusively on PASMO for children. The fares are 1,000 yen for one month, 2,850 yen for three months, and 5,400 yen for six months. The introduction of uniform fares for children’s commuter passes and the introduction of free all-line commuter passes exclusively for children’s IC cards are the first examples of such a move by a major private railway company.

The “Child All-Line Free Commuter Pass” is not sold as a commuter pass, so if you wish to use a section that extends over another company’s line, you will need to purchase a regular commuter pass.
