Grant Aid Agreement Signed for Mozambique: Construction of Erosion Control and Drainage Facilities to Help Reduce Landslide and Flood Damage | News & PR

The Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of the Republic of Mozambique on February 6 in Maputo, the capital of the Republic of Mozambique, for the “Erosion Control and Drainage Facility Construction Project in Nacala”. The G/A was signed by Ms. Maria Manuela dos Santos Lucas, Minister of Foreign Affairs and Cooperation of the Republic of Mozambique, and Mr. Kazuya Otsuka, Director of JICA Mozambique Office.

Northern Mozambique is rich in natural resources, vast land, and water resources, and the “Nacala Corridor” is expected to develop and promote industry based on the port of Nacala, a good natural port. This project is part of the Free and Open Indo-Pacific Partnership (FOIP), which aims to realize a free and open order based on common values and principles, including the rule of law, in the Indo-Pacific region. This is part of the FOIP cooperation.

This is the second project to which JICA will make payment on behalf of the government of the recipient country to a private company that has received a project order from the government of the recipient country, which was introduced under the revised JICA Act in April 2025. The introduction of this method is expected to speed up grant aid projects by eliminating some of the payment procedures that have been carried out by the recipient government, etc.

This project aims to reduce landslides and flood damage to economic infrastructure such as urban areas, main roads, and ports by constructing erosion control weirs, bedding, reservoirs, and drainage channels in two areas in Nacala (Moconi and Triangulo watersheds), thereby contributing to sustainable economic development.

(a) Details of facilities, equipment, etc.

Facility

– Mokoni watershed: 2 erosion control weirs, 7 concrete bedding structures, 8 gabion bedding structures, sediment storage ponds, drainage channels, etc.

– Triangulo watershed: 1 erosion control weir, 1 band construction, 5 gabion bedding, and gabion revetment.

(b) Consulting services/software components

Detailed design, bidding assistance, construction and procurement supervision, management of erosion control facilities including sand removal, and technical guidance for inspection and repair work of facilities such as revetment works and strip works.

3,363 million yen

Scheduled implementation period

49 months (including detailed design and bidding period)
