Background and Objectives
Place Disaster Risk Reduction (DRR) at the core of climate change action and strengthen the precautionary approach.
Close the gap in adaptation, resilience, and DRR funding and ensure equitable access to funds for vulnerable countries and regional actors.
The project will promote whole-of-society participation and multi-sectoral collaboration to achieve inclusive governance that integrates gender equality, indigenous knowledge, and local solutions.

Mr. Ito, Director of the Global Environment Department of JICA, introduced that Japan has a wealth of experience and knowledge in disaster reduction, which is reflected in the Sendai Framework, that JICA places particular emphasis on investment in advance disaster reduction, and that JICA is currently promoting cooperation in the field of erosion control based on the longstanding friendly relationship between Japan and Brazil. In order to increase investment in disaster reduction within the limited climate finance and international cooperation budgets, it is important to be fully aware of the competition for funding needs among sectors, and to demonstrate the effectiveness of investment from scientific and economic perspectives. He explained that it is important to prepare national and regional level plans for disaster reduction, taking into account the risks and impacts of climate change, and that in Japan it is important to brief the Ministry of Finance and parliamentarians, who have influence over the budget.
Throughout, participants made the following comments
José A. Marengo of the National Natural Disaster Monitoring and Warning Center (CEMADEN) of the Ministry of Science, Technology, and Innovation (MCTI), using the example of the disasters that occurred in Brazil, pointed out that natural and human-induced climate change is accelerating disaster risk, and that adaptation to climate change can reduce that risk. He stated that adaptation to climate change can mitigate such risks. As specific tools, he introduced systems such as MHEWS and EWS used in Latin America and stressed the importance of promoting their use not only at the national level but also at the citizen level.
Mr. Wuornay Wolff Barreiros of the National Disaster Prevention and Protection Department (SEDEC) of the Ministry of Regional Integration and Development (MIDR) pointed out that the Global South is particularly exposed to the effects of climate change and the risk of natural disasters. He emphasized that this is not just a matter of vulnerability, but also of adaptive capacity, and that the poor, who have limited access to basic services, will suffer the most. He explained that information, education, and livelihood infrastructure can help prepare people for disasters, and further stressed the importance of civil defense and the need for community participation.
Camilla Gramkow of the UN Economic Commission for Latin America and the Caribbean (ECLAC) spoke about the meaning and importance of understanding geographic details.
