Signing of a Grant Agreement for Grant Aid to Tajikistan: Supporting a Stable Power Supply in the Capital City of Dushanbe Through Substation Upgrades | News & Public Relations

Posted on October 27, 2026 by Editor in Chief

On October 21, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of the Republic of Tajikistan in Dushanbe, the capital of Tajikistan, for the “Dushanbe City Main Power Grid Substation Construction Project.” The agreement was signed that day by Fajiddin Khoruzoda, Minister of Finance of the Republic of Tajikistan, and Katsumasa Takemura, Director of the JICA Tajikistan Office.

Scenes from the signing ceremony

This project aims to contribute to Tajikistan’s sustainable economic growth and industrial development by developing power transmission and distribution infrastructure to support a stable power supply to the capital city of Dushanbe. It is also positioned as a pilot project to explore the conditions necessary for unmanned operations using digital transformation (DX) technologies, in preparation for the country’s ongoing efforts to automate substations.

This project aligns with the “Green and Resilience” direction identified as a priority area for cooperation in the “Central Asia + Japan” Dialogue and Joint Leaders’ Declaration (Tokyo Declaration), and is consistent with the policy outlined in that declaration to utilize Japanese technology and expertise—including GX and DX technologies—and to support the advancement and diversification of industry. Furthermore, it is expected to contribute to the expansion of future cooperation in this field and to the promotion of Japanese companies’ overseas expansion.

In addition, to support the detailed design for this project, a grant agreement for grant aid of up to 41 million yen was signed in December 2025.
