The Metropolitan Expressway will revise its toll rates effective October 1. The average rate increase across all vehicle classes is 8.1 percent. For standard passenger cars, the toll per kilometer will rise by about 10 percent from the current 29.52 yen to 32.472 yen. The minimum toll of 300 yen for standard passenger cars and the 55.0-kilometer threshold for the maximum toll will remain unchanged.

The maximum basic toll for ETC users will increase by 180 yen for standard passenger cars, to 2,130 yen (currently 1,950 yen), and will rise to 1,740 yen (currently 1,590 yen) for light vehicles and motorcycles.

Meanwhile, the maximum fares for medium-sized vehicles will be revised to 2,520 yen (currently 2,310 yen), for large vehicles to 3,410 yen (currently 3,110 yen), and for extra-large vehicles to 5,570 yen (currently 5,080 yen); however, as a special measure to accommodate price pass-through in the road transportation industry, the fare levels for medium-sized vehicles and larger will remain at their current levels for a nine-month period from October 1 to June 30, 2027, with the revised rates taking effect on July 1, 2027.

As part of the measures for subsequent fiscal years following this special provision, during the nine-month period from July 1, 2030, to March 31, 2031, the discount rate for high-volume, high-frequency discounts on medium-sized vehicles and larger will be reduced from a maximum of 45% to a maximum of 25%.

In addition, the measures to expand the discount rates for the “High-Volume, High-Frequency Discount” (up to 45 percent, applicable to standard cars, light vehicles, and motorcycles), which is set to expire at the end of September 2026, as well as the “Downtown Inbound Discount” and the “Downtown Inbound and Bay Area Route Diversion Discount,” will be extended through March 31, 2031.
