Tokyo Metropolitan Expressway tolls to be revised on October 1. Tolls for standard vehicles will increase to approximately 3 yen per kilometer, with a cap of 2,130 yen.

The Metropolitan Expressway Company announced that it will revise its toll rates effective October 1. The average rate increase across all vehicle types is 8.1 percent; for standard passenger cars, the toll per kilometer will rise by about 10 percent from the current rate of 29.52 yen to 32.472 yen. The minimum toll of 300 yen and the maximum toll distance of 55.0 km will remain unchanged.

The maximum basic toll for ETC users is 2,130 yen for standard vehicles (up from the current 1,950 yen), an increase of 180 yen. In addition, the tolls for light vehicles and motorcycles will be 1,740 yen (up from the current 1,590 yen), medium-sized vehicles to 2,520 yen (currently 2,310 yen), large vehicles to 3,410 yen (currently 3,110 yen), and extra-large vehicles to 5,570 yen (currently 5,080 yen).

On the other hand, to accommodate cost pass-through in the road transport industry, a special measure will be implemented to maintain the current toll rates for medium-sized, large, and extra-large vehicles for a nine-month period from October 1 to June 30, 2027. As a substitute for this, for the nine-month period from July 1, 2030, to March 31, 2031, the maximum discount rate for high-volume and high-frequency discounts applicable to medium-sized vehicles and larger will be reduced from 45% to 25%.

In addition, the measures to expand the discount rates—including the large-volume, high-frequency discount (up to 45%), which is set to expire at the end of September 2026, as well as the Downtown Inbound Discount and the Downtown Inbound and Bay Area Route Diversion Discount—will be extended through March 31, 2031.

As part of its future initiatives, the company is also considering the introduction of the “Wangan-Yokohama Area Tour Pass,” a flat-rate unlimited ride service for ETC-equipped vehicles on weekends and holidays.
