On June 26, the Japan International Cooperation Agency (JICA) reached an agreement with Nepal’s Ministry of Infrastructure Development in Kathmandu, the capital of Nepal, on the implementation framework for the technical cooperation project titled “Project to Strengthen Capacity for Sustainable Sewage Management,” Madhav Prasad Adhikari, Director General of Nepal’s Ministry of Infrastructure Development, and Mizuki Matsuzaki, Director of the JICA Nepal Office, signed the Record of Discussions (R/D).

This project aims to establish a sustainable wastewater management system and promote its adoption in other cities by strengthening the technical, institutional, and organizational capacities of the Ministry of Infrastructure Development and the City of Pokhara, with the goal of achieving sustainable water resource management in Nepal.
This project also contributes to initiatives under JICA’s Clean City Initiative. Japan experienced rapid urbanization during its period of rapid economic growth and, in overcoming the challenge of severe water pollution, has accumulated a wealth of knowledge regarding the development and maintenance of sewer systems—including the planning, construction, and maintenance of sewer pipes; advanced water treatment technologies; and the use of small-scale treatment facilities (septic tanks). This project aims to utilize Japan’s experience in developing technical standards and training personnel in Nepal, with the goal of making Japanese technology and management methods a reliable option for future urban development in Nepal.

This project aims to develop manuals and guidelines for the planning, construction, and maintenance of sewerage facilities and on-site treatment facilities by local governments in Nepal; to establish an implementation framework for construction and maintenance in Pokhara City; and to strengthen the capacity of the Water Supply and Sewerage Directorate of the Ministry of Infrastructure Development and Pokhara City through training on wastewater management systems. In this way, the project aims to contribute to the establishment of a system for sewerage development and maintenance in Pokhara City and to the dissemination of the developed manuals and guidelines to other cities.
