On June 22, 2026, in Jakarta, the capital of the Republic of Indonesia, the Japan International Cooperation Agency (JICA) reached an agreement with the Ministry of Communications and Digital Technology of Indonesia on the implementation framework for the technical cooperation project titled “Next-Generation AI Talent Development Project” and signed the Record of Discussions (Record of Discussions: R/D).
The agreement was signed on the day by Bonifasius Wahyu Pudjianto, Director General of the Human Resources Development Agency under Indonesia’s Ministry of Communications and Digital Technology, and Sachiko Takeda, Director of the JICA Indonesia Office.

This project aims to strengthen a sustainable and scalable national framework for AI talent development by supporting the institutionalization and expansion of the “AI Talent Factory (AITF)” program in Indonesia.
The Indonesian government has identified the promotion of digital transformation (DX) as a key policy priority, and the development of skilled professionals capable of implementing AI in society has become a critical challenge.
While focusing on the Jakarta area, we aim to expand nationwide through partnerships with universities across Indonesia, with the goal of building an AI talent development ecosystem.
Through the Hiroshima AI Process and the Japan-ASEAN AI Co-creation Initiative, Japan is promoting international cooperation aimed at the widespread adoption of safe, secure, and trustworthy AI. This project is expected to support the design of AITF programs by leveraging the combined expertise of universities in Indonesia and Japan. Furthermore, supporting the development of AI talent and industry collaboration in Indonesia—ASEAN’s largest digital economy market—will not only improve the business environment for Japanese companies expanding into the country but also lead to mutual development through personnel exchanges and technical cooperation between the two nations.
