Signing of a Yen Loan Agreement for Uzbekistan: Contributing to Climate Change Mitigation Through the Installation of Energy-Efficient Equipment in Public Facilities Such as Industrial and Commercial Facilities, Schools, and Hospitals | News & Public Relations

On June 18, the Japan International Cooperation Agency (JICA) signed a yen loan agreement (Loan Agreement: L/A) with the Government of the Republic of Uzbekistan for the “Project to Promote Energy Conservation in the Industrial Sector” and the “Project to Promote Energy Conservation in Public Facilities.” The agreement was signed that day by Jamshid Kuchkarov, Deputy Prime Minister and Minister of Economy and Finance of the Republic of Uzbekistan, and Naofumi Yoshikawa, Executive Director of JICA.

This project aims to promote the retrofitting and introduction of energy-saving equipment and facilities in public facilities and the industrial and commercial sectors. It is a concrete implementation of the “Green and Resilience” priority area—one of the three key cooperation areas outlined in the Joint Leaders’ Declaration (Tokyo Declaration) adopted as an outcome of the “Central Asia + Japan” Dialogue and Summit, adopted as an outcome of the “Central Asia + Japan” Dialogue and Summit held for the first time in December 2025. It is expected to contribute to further strengthening the friendly relations between Uzbekistan and Japan.

Furthermore, the implementation of this project is expected to expand opportunities for Japanese companies to enter the Uzbek market with their energy-saving technologies and Japanese-made equipment, thereby contributing to a reduction in Uzbekistan’s energy consumption and greenhouse gas emissions.

The projects covered by the yen loan agreement signed on this occasion are as follows.

Energy Conservation Promotion Projects in the Industrial Sector

Project to Promote Energy Efficiency in Industry

・Country (Target Region)

The Republic of Uzbekistan (the entire territory of Uzbekistan)

・Business Objectives

This project aims to promote energy conservation in the Republic of Uzbekistan by facilitating the introduction of energy-efficient equipment in industrial and commercial facilities through concessional loans provided via a two-step loan mechanism, thereby contributing to the country’s transition to a green economy, energy security, and climate change mitigation.

・Business Activities

(a) Concessional financing through intermediary financial institutions to promote energy conservation

(b) Consulting Services (support for project implementation management, energy-saving awareness campaigns for businesses, etc.)

・Loan Amount (Maximum)

14.969 billion yen

・Interest Rates

Main Business: 2.40% Consulting Services: 0.80%

・Redemption Period

25 years (including a 7-year grace period)

・Procurement Terms

Untied

・Implementing Agency

・ Contributing to the Achievement of the SDGs

Goal 13 (Take concrete action on climate change)

・Schedule for Future Project Implementation (Tentative)

1. Project completion date: November 2030 (The project will be completed upon the conclusion of the consulting services)

Project to Promote Energy Efficiency in Public Buildings

The Republic of Uzbekistan (throughout Uzbekistan)

・Business Objectives

This project aims to promote energy conservation by installing and retrofitting energy-efficient equipment in public facilities, thereby contributing to the country’s green economy transition, energy security, and climate change mitigation efforts.

・Business Activities

(a) Upgrading to high-efficiency equipment, such as heat pumps, in public facilities; improving thermal insulation performance; etc.

(b) Consulting Services (support for project implementation management, support for conducting energy audits and energy-saving assessments, etc.)

・Loan Amount (Maximum)

21.788 billion yen

・Interest Rates

Main Business: 2.40% Consulting Services: 0.80%

・Redemption Period

25 years (including a 7-year grace period)

・Procurement Terms

Untied

・Implementing Agency

Agency for Energy Conservation

・ Contributing to the Achievement of the SDGs

Goal 13 (Take concrete action on climate change)
