Background and Objectives

The roundtable was held for domestic institutional investors and financial institutions, including speakers from the Green Climate Fund (GCF), on the theme of “Using Public Funds to Enhance “Investment Potential” – Risk Mitigation and Blended Finance Practices of the GCF” and was attended by about 40 stakeholders. About 40 participants attended the roundtable session on risk mitigation and private capital mobilization practices using public funds.

The speakers from GCF, JICA, and Pegasus Capital Advisors introduced the initiatives of their respective companies and institutions, followed by a lively exchange of views on the division of roles between public and private funding, issues leading up to investment decisions, and suggestions for future practice.

1. private capital mobilization and risk mitigation approach in the GCF (GCF)

GCF Co-Chair Seyni Nafo introduced the concept of private capital mobilization in the climate sector and the risk mitigation framework, and exchanged views on the importance of appropriate risk sharing while avoiding excessive risk concentration when private capital is involved.

JICA’s initiatives on sustainable finance (JICA)

Mr. Inada, Special Advisor to the President for Sustainability Promotion, took the podium to introduce the overseas investment and loan and private capital mobilization activities based on the Sustainability Policy, and shared the importance of a realistic approach that meets the actual conditions of developing countries. Mr. Hara, Mr. Yasumura, Director of the Private Sector Partnership Division, and Mr. Takahashi, Senior Research Fellow of the Planning Division, explained the overall overseas investments and loans and case studies of each project, and discussed risk sharing in blended finance and the possibility of private capital participation in practical ways.

3. practical issues in deal formation, investment execution, and use of technical cooperation on the subject of the Subnational Climate Fund (SCF) (Pegasus Capital Advisors)

David Cogut, Co-Managing Partner of Pegasus Capital Advisors, gave a presentation on blended finance practices, using SCF as a case study. In particular, he explained how the division of roles between first-loss and private funds and the design of risk allocation are key to investment success.

In the plenary discussion that followed the presentations, practical discussions were held on how to make more active use of the system in the future, such as sharing the expectations of public institutions in blended finance and the sense of challenges faced by private companies.
