Grant Agreement for Grant Assistance to Ukraine: Grant of equipment and materials for emergency rehabilitation, sustainable economic recovery and human security (Phase 5 of the Emergency Rehabilitation Plan)

On May 20, Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of Ukraine for a grant of up to 6.2 billion yen for the Emergency Recovery Plan (Phase 5). The G/A was signed on the day between Mr. Oleksiy Kleeva, Deputy Prime Minister of Ukraine for Reconstruction and Minister of Regional and Spatial Development, and Mr. Osamu Hattori, Director of JICA Ukraine Office.

JICA has been progressively implementing the Emergency Recovery Plan (Phases 1-4) and the Emergency Response Plan for Humanitarian Mine and UXO Clearance in order to support the recovery and reconstruction of the people of Ukraine, who have suffered tremendous damage and have been forced to live in harsh conditions as a result of Russian aggression. To date, we have provided cooperation through the provision of materials and equipment in a wide range of areas that support people’s lives and social infrastructure, including mine and UXO clearance, debris and disaster waste disposal, power, energy and water supply, transportation, healthcare, education, agriculture, public broadcasting, and strengthening of local government functions.

This project aims to protect the lives and livelihoods of the people of Ukraine, where the effects of war continue to be felt, and to support the early recovery of society and the economy, In addition, public broadcasting-related equipment that supports the accurate and fair dissemination of information will be provided. This will help stabilize and restore medical, agricultural, and livelihood infrastructures, as well as contribute to Ukraine’s early recovery, inclusive and sustainable reconstruction, and human security through strengthened governance.

Business Objectives

This project will provide medical equipment for rehabilitation and other health and medical services, equipment for agricultural research and development, heavy machinery and equipment for infrastructure restoration and reconstruction, and equipment for strengthening public broadcasting capacity to government agencies in war-torn Ukraine, which are working for early restoration and multifaceted reconstruction of the state, territory, and economy and society. By providing medical equipment for rehabilitation and other health services, equipment for agricultural research and development, heavy machinery and equipment for infrastructure restoration and reconstruction, and equipment for strengthening public broadcasting capacity, the project will contribute to the stabilization and normalization of health and medical services, improvement of agricultural productivity, restoration of livelihood infrastructure and job creation, and early and inclusive recovery through enhanced governance with fair reporting, thereby ensuring emergency recovery, sustainable economic recovery, and human security in the country. The project will contribute to the country’s emergency rehabilitation and sustainable economic recovery and human security.
