Today, JBIC has decided to take measures such as not allowing the following parties to become counterparties to contracts with JBIC or to become parties to procurement contracts for financial cooperation projects.

From April 13, 2026 to July 12, 2026 (3 months)

(Details of measures)

1. the Organization shall not be allowed to be a party to a procurement contract in a financial cooperation project (grant aid or fee-based) implemented by the Organization during the period of the measure, or the said procurement contract shall not be subject to financial cooperation. However, in cases where it is clearly recognized that the procurement contract will cause disadvantages to the recipient country of the financial cooperation, the case shall be separately determined in accordance with the Rules on the Measures.

2. For contracts to which JBIC is a contracting party, JBIC will be disqualified from participating in general competition, competition by nomination, competition for planning, and other contract competitions during the period of the measures. In addition, the Organization shall not be a party to any negotiated contracts.

3. During the period of the measures, joint ventures including the above-mentioned persons as members shall be treated in the same manner as described in 1. and 2. above, and the participation of the above-mentioned persons as subcontractors, etc. shall also be disallowed.

This action was taken because Nujec Inc. was found to have caused errors in the design of a power plant in relation to the Grant Assistance Project for Honduras “Tegucigalpa City Water Supply Facility Small Hydropower Installation Project” and in the design of several facilities such as weirs, power plants, water conduits, and spillways in the Grant Assistance Project for Vanuatu “Construction Plan for Hydropower Facilities on Santo Island” due to inadequate verification. The project is being implemented after it was recognized that errors were made in the design of several facilities, including weirs, power plants, water conduits, and spillways, which fell under the category of “negligent and shoddy work.
