The Ministry of Land, Infrastructure, Transport and Tourism and the three NEXCO companies will conduct a social experiment of the “Commuter Pass” on expressways in six prefectures in Japan (Hokkaido, Niigata, Ishikawa, Yamanashi, Kagawa and Nagasaki) from April 1 to March 31, 2027.
The Commuter Pass offers discounts of up to 50% off within a designated section, regardless of the day of the week or time of day, and is available for ETC-equipped mini cars and standard-sized cars.
For implementation in FY2026, the selling price (available amount) will be reviewed, and 30 times of use of the designated section applied for will be available for a fee of 15 times. In addition, for the trial in Ishikawa Prefecture area, the area will be expanded to include some IC in Toyama Prefecture. Other than that, there will be no change in the discount content or conditions of use.
