The Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Palestinian Authority for the “Emergency Rehabilitation Plan (Phase 2)” in Ramallah, Palestinian Territory on February 15. The G/A was signed on that day between Mr. Estefan Salameh, Director General of the Palestinian Finance and Planning Authority and Mr. Mitsutaka Hoshi, Director General of JICA Palestine Office.
The conflict between the armed forces in the Gaza Strip and Israel began on October 7, 2023, and a ceasefire took effect on October 10, 2025. However, even after the ceasefire agreement, social services in various areas such as waste, electricity, water and sanitation, and health and medical care remain extremely limited, and people face harsh living conditions.
In February 2025, before the ceasefire agreement was reached, JICA signed a grant agreement for the “Emergency Recovery Plan” and began providing cooperation to the Gaza Strip and the West Bank in the areas of waste, health and medical care, and water and sewage systems for equipment and materials. On the other hand, further assistance is required to improve the critical humanitarian situation and to meet the enormous needs for rehabilitation and reconstruction assistance.
Ensuring peace and stability in the Middle East region is essential for the stability of the world economy and energy supply, and also affects the Japanese economy. This project will contribute to the emergency rehabilitation and reconstruction of Palestine by procuring materials and equipment necessary to rebuild people’s lives and strengthen administrative services in order to achieve stability in the Middle East region and make a responsible contribution to the international community.
