Background and Objectives

The role of cities in achieving the 1.5 degree target set in the Paris Agreement is becoming increasingly important. In February 2023, the Ministry of the Environment, together with JICA, launched the Clean Cities Partnership Program (C2P2) to address today’s challenges faced by cities around the world from multiple perspectives, with the participation of Japanese local governments, private companies, and financial institutions, and in collaboration with international development finance institutions and other partners. C2P2 provides comprehensive and synergistic support for urban challenges including climate change, pollution, circular economy, and natural revitalization in partner cities. These efforts can be seen as an advanced model case of multi-level collaboration among the national government, local governments, and the private sector to decarbonize cities and solve urban issues. This seminar will introduce case studies of the Ministry of the Environment’s Cross-city Partnership Project (C3P) for the realization of a decarbonized society from the heads of local governments, private companies, and others, along with the initiatives of the Ministry of the Environment and JICA.

The Ministry of the Environment expressed that C2P2 continues to expand and that the Ministry of the Environment and JICA will continue to mobilize their knowledge to promote city-to-city collaboration, and that they look forward to future development based on the JCM signing with India.

JICA introduced Tokyo’s experience in waste management, and also introduced the promotion of climate change mitigation and adaptation measures through support for the environmental sector under the JICA Clean City Initiative (JCCI), which is being promoted in collaboration with C2P2, with examples of the Bangkok-Yokohama City partnership and the partnership between Ba Ria Vung Tau Province and Kitakyushu City, Vietnam. The presentation included examples of collaboration between Bangkok and Yokohama City and between Ba Ria Vung Tau Province, Vietnam and Kitakyushu City.

Toyama City and Lenca District (Chile) introduced the efforts of both cities and districts to involve citizens and educate children about global warming by creating and sharing a backgammon about global warming as an example of collaboration.

In a video message, the City of Osaka introduced that it has introduced decarbonization technologies in Vietnam, Thailand, and other countries in cooperation with private companies under C2P2, and that it has started a partnership with the State of Maharashtra, India, following the signing of the JCM with India. He then introduced Canadevia’s gas methanation technology, which will be utilized in the collaboration.
