Japan International Cooperation Agency (JICA) has conducted an internal investigation on the “newly discovered facts (similar cases)” referred to in the verification report from the Verification Committee on the Yen Loan Project “Metropolitan Area Railway Line 3 Rehabilitation Project” in the Philippines released on June 13, 2025.
In response to these results, ETIC has taken disciplinary action against the staff members, etc., and will announce the results publicly.
1. Persons subject to disciplinary action: (1) Key personnel (equivalent to a section chief) belonging to Headquarters (at the time)
(2) Leadership positions (non-managerial) belonging to Headquarters (at that time)
(iii) Operations positions (non-managerial) belonging to Headquarters (at that time)
Disciplinary actions: (1) Suspension for 14 days, (2) Suspension for 14 days, (3) Warning
3. Date of disposal: December 24, 2025
4. Summary of the case:
It was confirmed that the subject of the disciplinary action jointly provided a draft work order to a specific firm in July 2018 regarding the “Preparatory Survey and Detailed Design Study for the New Mactan Bridge Construction Project (Assumption of Option Contract for Detailed Design, etc.) [Paid Account Technical Support]” in the Philippines, and requested comments. This is a violation of the duty of confidentiality stipulated in Article 4 of the Employment Regulations for Employees of the Japan International Cooperation Agency (Regulations (Personnel) No. 5, 2003), and therefore, a disciplinary action has been taken.
