The Japan International Cooperation Agency (JICA) contributes to the realization of “human security” through cooperation that leverages Japan’s strengths while thinking together to solve social issues in developing countries and help realize a sustainable world through quality growth.
The following is a summary of JICA’s FY2026 budget (government draft), which was approved by the Cabinet on December 26, 2025.
1.JICA subsidy for operation and maintenance of facilities
JICA’s subsidy for operation and maintenance of facilities is 150.03 billion yen (an increase of 1.7 billion yen from the initial budget for FY2025). In line with the pillars of the Ministry of Foreign Affairs’ budget request, the following measures are prioritized.
Formation of an international order desirable for Japan
Revitalization and resilience of the Japanese economy and realization of “three-way” international cooperation
Radical strengthening of cultural diplomacy: “backwater
Information countermeasures for “offense” and “defense” in the age of information warfare
Solidify “foothold” by fundamentally strengthening diplomatic and consular enforcement systems
The breakdown is 148.1 billion yen in subsidies for operating expenses (+0.2 billion yen) and 2.0 billion yen in subsidies for facility development (+1.5 billion yen).
The total budget for grant aid, including the portion implemented by the Ministry of Foreign Affairs and JICA, is 153.1 billion yen (an increase of 1.7 billion yen over the initial budget for FY2025).
2. paid financial cooperation sector
The budget for FY2026 is 2320 billion yen (an increase of 10 billion yen from the initial plan for FY2025). The budget focuses on measures to “(1) Support the development of economic and social infrastructure in emerging and developing countries” and “(2) Address global issues toward the 2030 Agenda for Sustainable Development (SDGs)”. Funding will come from 50.28 billion yen in capital contribution from the general account, 1,261.6 billion yen in borrowing from the Fiscal Loan Fund, 440 billion yen in proceeds from the issuance of JICA bonds, and 568.12 billion yen from own funds, etc. (principal and interest collections, etc.).
