Background and Objectives

In recent years, forest fires have attracted international attention as an environmental and economic issue with serious impacts on ecosystems, climate change, and biodiversity. In Indonesia, fires occur every year, mainly during the dry season, and many of them are caused by human factors. This event will focus on capacity building, one of the pillars of FAO’s Global Forest Fire Management Hub, and explore the potential for international cooperation to reduce GHG emissions and achieve FOLU Net Sink 2030 through Manggala Agni’s efforts.

This event was organized and implemented at the initiative of Mr. Israr, Deputy Director General of the Fire Department of the Ministry of Forestry. His intention was to input the results of the Manggala Agni (Forestry Fire Department) capacity building to the Global Fire Management Hub, a network led by FAO, and to increase Indonesia’s presence in the international network. The FAO is a global fire management hub.

The presentation was also organized as follows: after the keynote speech by Mr. Thomas, Director General of the Fire Department, Mr. Israr, Deputy Director General, gave a general overview (fire situation in Indonesia, explanation of Manggala Agni, Fire Hub, and Manggala Agni capabil activities), and then FAO gave a detailed explanation of the Global Fire Management Hub, followed by explanations of the capabil projects from KFS and JICA. The format of the event was as follows: a detailed explanation of the Global Fire Management Hub, followed by an explanation of the capabilty projects from KFS and JICA. It was a good quality event that well expressed the organizer’s intention in its format.

JICA reported on the capacity building activities and specific impacts to promote Community Based Fire Management (CBFiM). Since one of the core activities of the Fire Hub is to promote CBFiM, this positioned the MAPD activities (Fire Bureau policy) currently underway in the GIPRO as CBFiM. This message was immediately conveyed to Deputy Director Israal, who, after the event, asked for input into the Fire Hub on the results of the GIPRO activities.

Judging from the content of the presentations, each capabilty activity focused only on the “implementation” of the activity, and only JICA GIPRO took into account the impact of the activity at the field level. In the future, JICA will disseminate information with a more up-front focus on impact and sustainability.
