Background and Objectives
The Financing Summit was co-hosted by the AUC, AUDA-NEPAD, and the host government in Dakar, Senegal in 2014 and 2023, and for the first time, the third Financing Summit was held in Luanda, Angola.
Although the Permanent Mission of Japan to the African Union (AU) was invited to the second Dakar Financing Summit for the first time and the then Japanese Ambassador to the AU spoke at the event, this was the first time that JICA was officially invited to speak at the event.

The overall theme of the LFS was “Capital, Corridors, Trade: Investing in Infrastructure for the AfCFTA and Shared Prosperity. The Luanda Financing Summit was held over four days with a variety of sessions.
On October 30, 2025, many development partners from Africa and beyond will participate in the “High Level Session on Aligning Global and Regional Partnerships towards Integrated and Sustainable Corridor Development in Africa” at the LFS. High Level Session on Aligning Global and Regional Partnerships towards Integrated and Sustainable Corridor Development in Africa (hereinafter referred to as “Partnership Session”). Mr. Nakamura, Special Assistant to the President, spoke at the “High Level Session on Aligning Global and Regional Partnerships towards Integrated and Sustainable Corridor Development in Africa.
The first panel featured AUC Infrastructure and Electricity Commissioner Mataboge, AUDA-NEPAD Director General Bekele-Thomas, and Angola’s Minister of Public Works, Urban Planning, and Housing; the second panel featured representatives from the EU, China, and the UK, in addition to JICA; the third panel featured the African Development Bank, World Bank, and UNECA The third panel featured speakers from the African Development Bank, the World Bank, and UNECA.
Mr. Nakamura, Special Assistant to the President, shared with an audience of about 150 people, including African member countries, (1) the characteristics of JICA’s corridor development, (2) cooperation in line with the African framework, such as the Japan-JICA Program for Infrastructure Development in Africa (PIDA) and AfCFTA, (3) specific initiatives and results of the three priority corridors (Northern Corridor, Nacala Corridor, West Africa Growth Ring) defined by JICA. The presentation shared with an audience of about 150 people, including African member countries, the results of these efforts, and (4) TICAD, a forum for co-creation with Africa that upholds African ownership and partnership.

The Luanda Declaration
The Luanda Financing Summit saw the launch of the Luanda Declaration on Infrastructure Development Financing in Africa. The Luanda Declaration emphasized the urgent need to mobilize funds to accelerate infrastructure development in Africa, and the need to strengthen African financial institution cooperation and enhance financing mechanisms. The importance of industrialization and regional integration was also mentioned.
Specifically, it was noted that 38 investable projects and commitments to support 13 PIDA PAP2 projects by financial institutions and development partners were welcomed.
For the future
JICA respects the African ownership and partnership that TICAD stands for and aims for AFRICA IS MORE INTEGRATED AND CONNECTED as stated in the African Framework Agenda 2063 and the Second Ten Year Plan (STYIP), We will contribute to Africa’s regional integration through PIDA.
