Background and Objectives

JICA has been implementing the Japan Grant Aid for Scholarship for Human Resource Development (JDS) since FY1999 under the government’s “100,000 Foreign Students Plan”. To date, JICA has accepted a total of more than 6,000 students from 22 countries for both master’s and doctoral programs in order to nurture outstanding young administrative officials who are expected to become future leaders in the target countries.

We have invited young administrative officials who came to Japan in FY2022, officials from Japanese ministries and agencies, and JICA officials to promote networking.

On Thursday, February 29, 2024, we held an exchange meeting for administrative officials, bringing together 268 young administrative officials from 19 countries around the world and a total of 339 participants from Japan and JICA.

In his opening remarks, Director Ando thanked the students for choosing Japan as their study abroad destination and offered words of encouragement for their future activities as administrative officers and for the rest of their student lives.

The exchange meeting, which began with a toast by Mr. Kusakabe, Deputy Director-General of the Ministry of Foreign Affairs, was divided into the following fields: economics, management, resources, and energy; politics, law, and administration; science and engineering; agriculture, animal husbandry, and fisheries; environment and disaster prevention; health and medicine; and education and humanities, where active communication among government officials transcending national boundaries took place. Some of the international students had prepared a variety of topics on policies in their home countries and Japan for the exchange of opinions, indicating the high expectations of the participants for this exchange program.

JICA will continue to provide human resource development support to young administrative officials who will contribute to policy making and problem solving in social and economic development in their countries and to the development of bilateral relations as a bridge between Japan and their countries.
