Background and Objectives

Bhutan has a large hydropower potential of 33 GW and is an important energy option for the future as countries seek to contribute to achieving the 1.5 degree target through mitigation efforts. This report presents experiences and case studies of hydropower in Bhutan, which continues to expand the scale of renewable energy development as an approach to energy security and social development, and discusses the potential for future investment promotion.

Durk Hydro Energy Limited explained that while Bhutan currently has 33 GW of hydropower potential, only 2 to 3 GW has been developed, and that it is necessary to accelerate the development of hydropower plants in Bhutan, including private financing. The company explained that it is necessary to accelerate the development of hydropower generation, including through private funding.

The Deputy Director of the World Bank’s South Asia Regional Office noted that with the increasing demand for electricity in terms of economic growth, the construction of hydropower plants will not only contribute to energy security and GHG emission reductions, but will also lead to economic benefits by promoting private investment.

The ADB economist emphasized that while it is clear that Bhutan has abundant hydropower potential, it is necessary for development finance institutions to work together to promote efficient and effective private investment.

JICA introduced the Power System Master Plan 2040, which runs until 2022, and mentioned that technical cooperation experts are being dispatched to ensure that hydropower generation is properly planned and implemented with the utmost consideration for the environment and society.
