The Japan International Cooperation Agency (JICA) signed a Yen Loan Agreement (L/A) with the Government of the Republic of Honduras on January 11 in Tegucigalpa for a “Transparency and Sound Development Program Loan for Sustainable Development” up to 13.39 billion yen.
Corruption and lack of transparency in government are major challenges in Honduras. Government corruption increases the fiscal burden on public works, and lack of fiscal transparency makes it difficult to obtain external financing, leading to a lack of and poor quality of public services provided by the government. In order to improve this situation, the government has established a four-pillar policy (macroeconomic stability, ensuring transparency of public information, improving public confidence in public institutions, and strengthening the management system of disclosed information), and JICA and the Inter-American Development Bank (IDB), the co-financing agency for this loan, have supported the implementation of the policy.
