Hanshin Expressway, NEXCO West and Japan Expressway Holding and Debt Repayment Agency have announced a “concrete proposal for new expressway tolls in the Kinki region” to be implemented from June 2024, and have begun soliciting opinions. The main points of the proposal are described here.
The Hanshin Expressway will raise the maximum toll (to 1,950 yen for standard-sized vehicles) as a review of the drastic easing measures (1,300 yen maximum for standard-sized vehicles) set in the 2017 toll system change. In principle, the maximum fee for non-ETC vehicles will be 1,950 yen for standard-sized vehicles. On the other hand, a 20% late-night discount will be introduced to ease traffic congestion, and a maximum fee (1,320 yen for a standard car) will be set for travel between downtown Osaka and Kansai International Airport.
The same discount system will be applied to the eastbound traffic coming from the Kobe city center. In addition, a system will be introduced whereby fares will be applied based on the shortest route even if the route bypasses the city center.
