JICA’s FY2023 Budget Estimates | News & Media

The Japan International Cooperation Agency (JICA) is tackling various global issues with the aim of realizing human security and quality growth under the vision of “Connecting the world with trust. The following is a summary of the budget request for FY2023 based on the “Basic Policies for Economic and Fiscal Management and Reform 2022 (KETACHI 2022)” approved by the Cabinet on June 7, 2022.

1.JICA subsidy for operation and maintenance of facilities (Note)

JICA’s operating subsidy is 163,538 million yen (up 13,399 million yen from the initial budget for FY2022). In line with the pillars of the Ministry of Foreign Affairs’ budget estimate request, the following are the priority measures.

Maintaining and developing an international order based on universal values in an era of interstate competition

Promote human security and strengthen efforts to address global issues.

Strengthen response to “new battles,” including information warfare

In addition, a facilities maintenance subsidy of 1,817 million yen (+204 million yen) was appropriated for the repair of JICA-owned facilities.

(Note) The Ministry of Foreign Affairs (MOFA) is responsible for making budget estimates for JICA’s subsidy for operation and maintenance of facilities and grant aid. The budget request for FY2023 includes 1.47 billion yen (an increase of 50 billion yen from the FY2022 initial plan).

As in FY2022, the measures focus on “(1) Supporting “Quality Growth” in Emerging and Developing Countries” and “(2) Addressing Global Issues Toward the 2030 Agenda for Sustainable Development (SDGs)”.

On August 31, JICA submitted to the Ministry of Finance an estimated budget request for FY2023 based on the above-mentioned project plan for the funded cooperation.
