Background and Objectives
On Tuesday, August 29, 2023, JICA held a reception to welcome 307 JDS students from 19 countries to Japan. Scholarship Program (JDS) as a grant aid program for international students since FY1999 under the government’s “100,000 Foreign Students Plan. To date, JICA has accepted a total of more than 5,000 students from 19 countries for both master’s and doctoral programs in order to nurture outstanding young administrative officials who are expected to become future leaders in the target countries.
This year, JDS students from Japan, embassies of JDS participants in their target countries, Ministry of Foreign Affairs officials, host university officials, and JICA officials gathered to promote network strengthening.

On Tuesday, August 29, 2023, a reception was held to welcome the arrival of JDS students from 19 countries around the world to Japan. A total of 428 people gathered at the reception, including JDS students from 19 countries, JDS participants’ embassies in Japan, Japanese Ministry of Foreign Affairs officials, host university officials, and JICA officials.
Prior to the reception, three JDS students representing Uzbekistan, Senegal, and the Maldives met with JICA Vice President Junichi Yamada. Each student expressed their aspirations for their studies in Japan and their enthusiasm for their career paths utilizing their study abroad experience, and Vice President Yamada offered words of encouragement.
The reception started with a toast by Mr. Hidenori Kusakabe, Deputy Director-General, International Cooperation Bureau, Ministry of Foreign Affairs of Japan. Participants commented that they were grateful for the opportunity to interact not only with JDS students from their own countries but also with JDS students from other countries and many people involved in the project, and that they would like to cherish these connections, The reception not only welcomed the international students, but also boosted their morale and strengthened the network between the international students and Japanese government officials, university staff, and JICA staff.
JICA will continue to provide human resource development support to young administrative officers who will contribute to solving social and economic development issues in their countries and developing bilateral relations.
