The Wireless LAN Business Promotion Liaison Group (Wi-Biz) and five cell phone carriers (NTT DoCoMo, KDDI, Okinawa Cellular Telephone, SoftBank, and Rakuten Mobile) that are members of the Telecommunications Carriers Association (TCA) will open a free public wireless LAN service using the disaster SSID “00000JAPAN” to provide a means of communication in the event of a large-scale cell phone communication failure after September 4, 2012. The public wireless LAN service using the SSID “00000JAPAN (Five Zero Japan)” will be opened free of charge.
In response to requests from five cell phone companies for the use of “00000JAPAN” in the event of a communication failure, Wi-Biz has revised the “Guidelines for the Free Release of Public Wireless LANs in the Event of a Major Disaster”. This will allow “00000JAPAN” to be released in the event of a communication failure as well as in the event of a natural disaster.
In the event of a large-scale communication failure by the five cell phone companies, and in the event that the service remains unavailable or there is concern that it will take time to restore the service, “00000JAPAN” will be provided from access points of supporting cell phone carriers, public wireless LAN operators, local governments, etc. Anyone with a wireless LAN-compatible device such as a smartphone, tablet, or PC can use the Internet connection by connecting to “00000JAPAN”.
In addition, “00000JAPAN” does not encrypt communications in order to prioritize convenience in emergency situations.
