The Japan International Cooperation Agency (JICA) is tackling various global issues with the aim of realizing human security and high quality growth under the vision of “Connecting the World with Trust”. The following is a summary of the budget request for FY2024 based on the “Basic Policies for Economic and Fiscal Management and Reform 2023 (Kotta Policy 2023),” approved by the Cabinet on June 16, 2023.
1.JICA subsidy for operation and maintenance of facilities (Note 1)
JICA’s subsidy for operation and maintenance of facilities is 157,351 million yen (an increase of 5,500 million yen over the initial budget for FY2023). In line with the pillars of the Ministry of Foreign Affairs’ budget request, the following measures are prioritized.
Maintain and strengthen a free and open international order based on the rule of law
Drastic reinforcement of information capability
Maintain and strengthen the international economic order and promote Japan’s economic growth
Promote human security and strengthen efforts to address global issues
Drastically strengthen diplomatic and consular enforcement systems
Of this amount, 156,270 million yen (+5,968 million yen year-on-year) was allocated for subsidies for operating expenses, and 1,081 million yen (-468 million yen year-on-year) was allocated for subsidies for facility maintenance to cover the repair of JICA-owned facilities.

The budget request for FY2024 includes 2.28 billion yen (386 billion yen more than the initial plan for FY2023).
As in previous years, this year’s measures are focused on “(1) Supporting “high quality growth” in emerging and developing countries” and “(2) Addressing global challenges toward the 2030 Agenda for Sustainable Development (SDGs)”.
