In Ukraine, contamination by landmines and unexploded ordnance has spread over a wide area of the country as a result of Russian attacks (Note 1). These mines and unexploded ordnance not only threaten the safety and security of the Ukrainian people, but also pose a major obstacle to future recovery and reconstruction. Mine and UXO countermeasures are not only a response to the current threats to the lives of the Ukrainian people, but also a prerequisite for the rehabilitation and reconstruction of all industries and public services, including the rehabilitation of infrastructure, urban functions, and agricultural land.
JICA supports humanitarian mine and UXO countermeasures conducted by the State Emergency Service of Ukraine (SESU), a government agency under the Ministry of Internal Affairs of Ukraine that detects, identifies, and removes landmines and explosives to ensure people’s safety amid ongoing Russian aggression. In January, JICA conducted training in Cambodia in cooperation with the Cambodian Mine Action Center (CMAC) on the introduction of ALIS, a landmine detection system developed by Japan (Note 2). This time, JICA provided SESU with a truck equipped with a crane and ALIS for transporting unexploded ordnance and other explosive devices.
