Grant Aid to Ethiopia: Contributing to Improving Access to Education, Water, and Sanitation in Conflict-Affected Areas through Collaboration with UNICEF

Posted on June 26, 2023 by News Admin

The Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the United Nations Children’s Fund (UNICEF) on June 16 in Addis Ababa, Ethiopia, for a grant of up to 1,072 million yen for the “Social Infrastructure Development Project in Amhara and Tigray Regions”. Agreement (G/A) with the United Nations Children’s Fund (UNICEF) for the “Social Infrastructure Development Project in Amhara and Tigray States.

In Ethiopia, the armed conflict between the Federal Government of Ethiopia and the Tigray People’s Liberation Front (TPLF) that lasted for two years from November 2020 ended with the conclusion of a peace agreement in November 2022. In response to this, the Federal Government of Ethiopia is restoring infrastructure damaged by the conflict in the conflict-affected regions of Amhara and Tigray, as well as quickly resuming and improving the quality of basic services. In particular, 2.4 million students (UNICEF, 2023) in Tigray and 700,000 students (UNICEF, 2022) in Amhara Region are unable to attend school, and the restoration of school facilities, water supply, and sanitation facilities that were severely damaged by the conflict is an urgent issue.

In light of this situation, this project aims to improve access to education and water supply and sanitation facilities in Amhara and Tigray Regions as part of reconstruction assistance in northern Ethiopia by constructing and renovating school facilities and water supply and sanitation facilities in the school premises, which are also used by local residents. The project aims to benefit approximately 12,000 students through the construction and renovation of schools and approximately 47,000 people through the improvement of water supply and sanitation facilities, thereby contributing to SDGs Goal 4 (Quality education for all), Goal 6 (Safe water and sanitation for all), and Goal 16 (Peace and justice for (peace and justice for all).

This project is also being carried out in collaboration with the Global Partnership for Education (GPE), utilizing the GPE Multiplier (leverage ratio of 3:1), a mechanism for matching donor support with GPE funds. The GPE Multiplier will contribute approximately US$2.69 million (equivalent to approximately ¥376 million), which is approximately 30% of the total grant amount, to be donated to the Ethiopian government. In addition to the areas covered by this project, school facilities and water supply and sanitation facilities will also be constructed and rehabilitated, and further synergistic effects are expected.

The details of the project are as follows
