The Japan International Cooperation Agency (JICA) signed a Loan Agreement (L/A) with the Government of the Republic of Indonesia on March 31 in Jakarta for a total of 173,667 million yen for four projects.
The following four projects are covered by the yen loan agreements signed this time.
(1) Program Loan for Promotion and Management of Disaster Resilience (Phase III) (Loan amount: 30 billion yen)
(2) Pusangan Hydroelectric Power Plant Construction Project (Phase II) (Loan amount: 13,629 million yen)
(3) Jakarta Urban Rapid Transit Project (Phase 2) (Phase II) (Loan amount: 87,918 million yen)
(4) Patimbang Access Toll Road Construction Project (Loan amount: 42.12 billion yen)
Details of each business are as follows
(1) Program Loan for Promotion and Management of Resilience to Disasters (Phase III)
Disaster Resilience Enhancement and Management Program Loan (III)
(a) Purpose and Outline of Business
This is the final phase of the project, following the first and second phase loans provided in FY2020 and FY2021. Through institutional improvements, the project aims to build a resilient society against disasters and contribute to SDGs (Sustainable Development Goals) Goal 1 (End poverty), Goal 11 (Create livable communities), and Goal 13 (Take concrete measures to combat climate change), among others. Co-financing with the French Development Agency (AFD) is planned.
In response to the occurrence of large-scale disasters such as the earthquake and tsunami in Central Sulawesi in 2018, the flooding in the Jakarta metropolitan area in January 2020, and the eruption of Smeru volcano in East Java in December 2021 and December 2022, the Indonesian government is building a disaster prevention system that includes not only post-disaster response but also the prevention phase before a disaster occurs. JICA is also providing financial (1, *2) and technical (3) cooperation to support the recovery and reconstruction of Central Sulawesi after the earthquake and tsunami, and is helping to promote Build Back Better as proposed in the Sendai Framework for Disaster Reduction (adopted at the Third World Conference on Disaster Reduction held in Sendai in March 2015). Peusangan Hydroelectric Power Plant Construction Project (II)
(a) Purpose and Outline of Business
This project aims to alleviate the tight power supply and demand situation in Aceh and North Sumatra by constructing a hydroelectric power plant and related transmission and distribution facilities in Aceh Province, thereby contributing to the economic development of the northern Sumatra region through improvement of the investment environment, rehabilitation and reconstruction of the province, and reduction of the burden on the global environment by using renewable energy. This is an additional loan to the first phase loan (26,016 million yen) granted in FY2006, and will contribute to SDG Goal 7 (Energy for All and Cleaner) and Goal 13 (Concrete Action on Climate Change).

(3) Jakarta Urban Rapid Transit Project (Phase 2)
(Construction of Jakarta Mass Rapid Transit Project (Phase 2) (II)
(a) Purpose and Outline of Business
This project will construct an urban rapid transit (MRT) system connecting the north and south of Jakarta in the Jakarta metropolitan area, where traffic congestion is severe. This phase grant will extend the MRT North-South Line, Indonesia’s first subway line, which opened in March 2019 under the Jakarta Urban Rapid Transit Project (Phase 1). The project will contribute to SDG Goal 9 (Create a foundation for industrial and technological innovation), Goal 11 (Create a livable city), and Goal 13 (Take concrete measures against climate change).
The Japanese technology utilization condition (STEP) (see note) will be applied to the yen loan for this project, and the mud-pressure shield method, in which Japanese companies excel, will be utilized in the civil works of this project, and Japanese vehicles and signaling systems will be introduced.
(Note) Abbreviation for Special Terms for Economic Partnership. Terms and conditions for the provision of yen loans established to promote Japan’s “face-to-face assistance” through the transfer of technology to developing countries utilizing Japan’s superior technology and know-how. The main contractor is Japan Tide and the subcontractor is General Untied. The main contractor must be either a Japanese company, a subsidiary of a Japanese company located overseas, or a joint venture (JV; the Japanese company is the lead partner) between a Japanese company and the borrowing country. Under certain conditions, a JV between a Japanese company and an equity-method affiliate of the Japanese company (with the Japanese company as the lead partner) can also be the lead contractor.

(4) Patimbang Access Toll Road Construction Project
(Patimban Access Toll Road Construction Project)
(a) Purpose and Outline of Business
This project will construct a new expressway to connect to the Patimbang Port, which is currently being supported by a yen loan under the “Patimbang Port Development Project,” to improve access to the port from industrial parks in the eastern part of the metropolitan area, where many Japanese companies are located, and to contribute to the facilitation of logistics in the Jakarta metropolitan area. The project will contribute to the Sustainable Development Goals (SDGs) Goal 8 (both job satisfaction and economic growth) and Goal 9 (create a foundation for industrial and technological innovation).
