On March 9, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of Ukraine for a grant of up to 22.44 billion yen for the “Emergency Rehabilitation Program.
The Russian military invasion of Ukraine, which began on February 24, 2022, has been protracted. Since October of the same year, missile attacks and shelling targeting electric power, energy-related facilities, and civilian facilities in Ukraine have forced repeated evacuations to shelters and rolling power outages, making civilian life in the country increasingly difficult.
This project will work with the Ukrainian government and the international community to address high-priority needs that will contribute to the country’s emergency rehabilitation. Specifically, by procuring materials and equipment necessary for emergency restoration in a total of nine areas (mine and UXO countermeasures, debris and disaster waste disposal, transportation, electricity and energy, water supply, sewage, healthcare, education, and agriculture), the project aims to improve infrastructure for full-scale restoration and reconstruction, rebuild the lives of displaced people to help them return home, and restore agriculture, a key industry. We will contribute to SDGs Goal 7 (clean energy for all), Goal 11 (build livable communities), Goal 16 (peace and justice for all), and others.
