Urban Function Enhancement Project

In Bangladesh, the population growth rate in urban areas is high and is expected to continue to grow. Population growth has also been substantial in local city centers, and traffic congestion and environmental degradation have become apparent, making it difficult to respond to urbanization in a timely manner. Although it is necessary for each local government to take necessary measures to address urbanization issues according to the actual situation, reviewing the performance and budget of administrative activities and ensuring transparency are not sufficient, and strengthening the administrative functions in each local government is a major challenge. The Government of Japan has been cooperating with local governments at all levels through yen loans and technical cooperation projects to strengthen the capacity of local governments in Bangladesh, and has supported core cities in improving their basic administrative and financial capacity and infrastructure development. However, the establishment of a system for implementation and operation of the Governance Improvement Strategy of the Directorate-General of Local Administration, the ministry in charge of local government, and core cities, and the institutionalization of training and human resource development for local government officials have not yet been completed, and in order to sustainably improve the organizational infrastructure, including performance and budget reviews of administrative activities and ensuring transparency, it is necessary to Capacity building for local administrative directorates and core cities through steady implementation of the Governance Improvement Strategy continues to be necessary.

This cooperation will help to improve the infrastructure for strengthening the administrative capacity of core cities and contribute to the improvement of administrative services and citizen satisfaction in core cities by realizing the development of a system for implementing governance improvement strategies and the establishment of a human resource development system in the local administrative directorates and core cities.
