On February 24, Japan International Cooperation Agency (JICA) signed a Record of Discussions (R/D) with the Government of Ukraine on the “Emergency Rehabilitation and Reconstruction Project,” a development program study-type technical cooperation.
The Russian military invasion of Ukraine that began on February 24, 2022 has been protracted, and since October of the same year, missile attacks and shelling targeting Ukraine’s electric power and energy facilities and civilian facilities have continued. The impact on the civilian population has been devastating, forcing people to take shelter and suffer rolling blackouts, making life increasingly difficult. Destroyed buildings, facilities, and roads have generated a large amount of debris, making the disposal of destroyed waste a difficult task. Under these circumstances, there is an increasing need to restore and rebuild social infrastructure to maintain people’s livelihoods and economic activities.
This project will provide support for the emergency rehabilitation of infrastructure in Ukraine under crisis conditions through the provision of equipment and support for the formulation of rehabilitation and reconstruction plans based on a medium- to long-term perspective. The project is a multi-sectoral undertaking that includes power, transportation, waste management, water and wastewater, and urban and regional development, and will contribute to laying the groundwork for the full-scale rehabilitation and reconstruction of Ukraine’s destroyed infrastructure.
