Signing of Yen Loan Agreement for the Philippines: Contributing to alleviating traffic congestion in Metro Manila through the construction of a commuter rail line

The Japan International Cooperation Agency (JICA) signed on February 9 a Loan Agreement (L/A) with the Government of the Republic of the Philippines for the “North-South Commuter Railroad Project (Malolos-Tutuban) (Phase II)” and “North-South Commuter Railroad Extension Project (Phase II)” in the amount of up to 377,017 million yen. The Loan Agreement (L/A) was signed.

The two projects covered by the yen loan agreements signed this time are as follows.

(1) North-South Commuter Railroad Project (Malolos-Tsuban) (Phase II) (Loan amount: 107,017 million yen)

(2) North-South commuter rail extension project (Phase II) (Loan amount: 270 billion yen)

Details of each business are as follows

(1) North-South commuter rail project (Malolos-Tsuban) (Phase II)

North-South Commuter Railway Project (Malolos – Tutuban) (II)

(a) Purpose and Outline of Business

This project aims to strengthen the transportation network of Metro Manila and alleviate its severe traffic congestion by constructing a section of the North-South Commuter Railroad Project that connects the suburbs of the North-South axis of Metro Manila with the metropolitan area, from Malolos City, Bulacan in the north to Tutuban, Metro Manila, thereby contributing to the expansion of the Metro Manila area’s This will contribute to the expansion of the economic zone and mitigation of air pollution and climate change in Metro Manila, and will contribute to SDGs (Sustainable Development Goals) Goal 9 (Create a foundation for industrial and technological innovation), Goal 11 (Create a livable city), and Goal 13 (Take concrete measures to combat climate change).

Japanese technology utilization conditions (STEP) (see note) will be applied to this project, and Japanese technology will be utilized in the railroad system, including a highly safe and stable operation management system, and in vehicles with high energy-saving effects.

North-South Commuter Railway Extension Project (II)

(a) Purpose and Outline of Business

This project will extend the North-South Commuter Railroad (Malolos-Tutuban) in Metro Manila to Calamba, Laguna in the south and to Clark International Airport in Pampanga in the north, thereby strengthening urban transportation connectivity and easing traffic congestion in Metro Manila and its suburbs. This will contribute to the expansion of Metro Manila’s economic zone, improvement of the investment environment, and mitigation of air pollution and climate change, thereby contributing to Goal 9 (Create a foundation for industrial and technological innovation), Goal 11 (Create a livable city), and Goal 13 (Take concrete measures against climate change) of the SDGs (Sustainable Development Goals).
