Background and Objectives

In October 2022, JICA held a signing ceremony with related organizations to launch the grassroots technical cooperation project “Establishment of a Business Model for ICT Start-up Human Resource Development for Youth and Women”.

The opening ceremony of the project was held in the presence of the Minister of Higher Education and Scientific Research, Mr. Boukseir, the Ambassador of Japan to Tunisia, Mr. Daisuge, and other guests. The keynote speaker at the ceremony was Professor Ben Abdallah, a Tunisian who is currently the Dean of the Faculty of Computer Science and Engineering at the University of Aizu, who gave a lecture to the young researchers and students about his research and research life in Japan.

At the opening ceremony, congratulatory speeches were made by the Minister of Higher Education and Scientific Research, Mr. Bukhshir, Ambassador of Japan to Tunisia, Mr. Osuga, Ambassador of Japan to Tunisia, Mr. Aguirre, President of the University of Carthage, Mr. Ueno, Director of the JICA Tunisia Office, and Mr. Manai, Dean of the ISTIC. Professor Asano of the University of Aizu (former head of the JICA Tunisia office) gave an overview of the project.

Professor Ben Abdallah then introduced the research he is working on. He explained that the brain is a huge communication network of neurons connected via synapses, and that if computer systems are developed based on this structure, it will be possible to reduce dependence on data storage in the cloud and better manage huge amounts of data. He also explained that if computer systems are developed based on this structure, the reliance on data storage in the cloud can be reduced and vast amounts of data can be better managed. He also introduced that the living environment in Japan is stress-free and a good environment for researchers.

About 50 young researchers and students from the University of Carthage and ISTIC attended the event and listened intently to Professor Ben Abdallah, who is active in Japan, talk about his research and his message to the youth. After his lecture, many participants gathered around him to ask him various questions.

He is expected to play a central role in the three-year project to develop a business model for ICT start-up human resource development for young people and women, and is expected to continue to play an active role as a bridge between Japan and Tunisia.
