The Government of Honduras’ “National Health Model” is based on primary health care (PHC) and places “health service delivery,” which guarantees the provision of health services to all people, at the core of its practice. The Government of Japan supported the implementation of PHC policies for this model, with a focus on maternal and child health care. Specifically, the Government of Japan reviewed the guidelines for the introduction of family health care teams, which are the cornerstone of PHC, prepared training materials and conducted training for these teams, and provided assistance in supporting and monitoring the activities of these teams. Meanwhile, the number of non-communicable diseases (NCDs), such as cardiovascular diseases and cancer, is on the increase, and the provision of treatment, prevention, and health promotion services for NCDs and the evaluation system are still underdeveloped in the country. In addition, there remain challenges in strengthening primary health care facilities that provide treatment, and patients tend to be concentrated in higher tertiary hospitals. Furthermore, there is a need to improve the functioning of the health service network (RISS), which consists of medical facilities at different levels within each health district, which is an important requirement for the functioning of the national health model.
The cooperation will improve services related to NCDs by home health teams and primary health care facilities in the target areas, establish a monitoring/evaluation leadership system and strengthen the operational management capacity of RISS and the regional health department, thereby expanding the provision of PHC services related to NCDs to the population and UHC Contribute to the facilitation of
