Project to strengthen agricultural and rural development projects that ensure inclusiveness and contribute to peacebuilding

In 2016, the Colombian government signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest left-wing guerrilla force, ending more than half a century of armed conflict that has caused an estimated 7 million internally displaced persons. Following this peace agreement, in 2017, the National Planning Agency (DNP) developed the Territorial Approach Development Program (PDET), a comprehensive multi-sectoral regional development plan for 16 regions (170 cities) heavily affected by conflict damage caused by the FARC. The Agency for Rural Development (ADR), as the implementing agency of the Territorial Approach to Agriculture and Rural Development Policy, has been supporting farmers in rural areas of the country through a scheme called the Project for Integrated Agricultural Development (PIDAR), which includes these 16 areas (170 cities). However, PIDAR does not have sufficient capacity to provide inclusive support in conflict-affected areas (e.g., understanding and analyzing the characteristics of conflict-affected issues, planning projects that benefit various vulnerable groups, and operational management capacity).

This cooperation will strengthen the organizational capacity of ADR by implementing inclusive (including PIDAR) agricultural and rural development projects in conflict-affected areas in Colombia, and will contribute to the dissemination and utilization of an inclusive agricultural and rural development project model that promotes the implementation of peace agreements.
