Clean Cities Project in Sudan

In Sudan, the amount of waste generated is increasing in Khartoum State, where the largest city is located, due to the high population growth rate in urban areas. However, due to a lack of materials, equipment, and administrative officials’ systems and experience, collection and disposal capacity is low, and there are concerns about the deterioration of the sanitary environment and health hazards caused by illegal dumping and improper incineration of waste. Under these circumstances, the Japanese government supported the revision of the Waste Management Master Plan and the implementation of efficient waste collection, and improved the primary collection system (household to relay station). As a result, in the capital city of Khartoum, waste management projects are now being implemented under a clear division of labor between the central government, the cleaning corporation, and the county cleaning management departments. On the other hand, in the regional states, the Red Sea and North Kordofan states have state cleaning authorities and waste management systems in place, but due to a lack of equipment, waste collection in suburban areas, including residential areas, is not thorough and adequate waste collection is not being carried out. In Khartoum State, the waste management situation has also been deteriorating due to the high fuel prices and financial deterioration after the end of Japanese cooperation, resulting in a decline in the collection rate and other factors.

This cooperation will improve the management capacity of the state cleaning authorities in Khartoum, North Kordofan, and Red Sea states by assessing the current situation and identifying issues in the target areas, improving the waste management capacity of each state cleaning authority, and preparing national policies based on the data collected, thereby contributing to the improvement of waste management services in each state.
