Grant Aid Gift Agreement for the Democratic Republic of the Congo: Contributing to the diffusion of the “community policing” model through collaboration with IOM

On December 28, 2022, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the International Organization for Migration (IOM) in Kinshasa for a grant of up to 514 million yen for the “Regional Police Operations Enhancement Plan (IOM Collaboration)”. The grant agreement (G/A) was concluded with the International Organization for Migration (IOM) in Kinshasa.

The Democratic Republic of the Congo (hereafter referred to as “the Congolese people”) has not been governed by the government throughout the country, and there are still areas of conflict within the country. Peace and stability in the country after the withdrawal of MONUSCO is an urgent issue.

The police play a major role in ensuring peace and stability in the country. JICA has been supporting the Congolese government’s national police reform efforts for many years, and in 2021 will launch the “Strengthening the Capacity of Police Training and Implementation for Citizens and Peace: Phase 2” project, focusing on “community policing,” which the Congolese government is placing particular emphasis on in its reforms. In 2021, JICA launched Phase 2 of the “Strengthening Police Training and Implementation Capacity for Civilian Peace” project to support the development of a “community policing model” by focusing on community policing, which the Congolese government is placing particular emphasis on in its reforms.

This project will strengthen the capacity of local police forces and promote their activities in Tanganyika Province and Kinshasa, the capital city of the Congolese people and a policy center for police reform, by constructing facilities and providing related equipment for the introduction of a local police model in cooperation with IOM. In addition, the project will contribute to Goal 16 (peace and justice for all) of the Sustainable Development Goals (SDGs) by disseminating the “community policing model” that is being established through the aforementioned JICA technical cooperation project, with the aim of realizing peace and stability.
