In Cuba, the production of rice, the staple food, does not meet the demand, and increasing rice self-sufficiency was one of the important policies of the Cuban government. Based on the request from the Cuban government, the Japanese government conducted development plan survey-type technical cooperation in five provinces in the central region, which accounts for 40% of the total rice production area in the country. It was found that there is an urgent need to introduce quality varieties suited to regional characteristics and that the seed certification system for free-distributed rice needs to be improved. In this cooperation, a seed production and distribution plan for producing certified seeds was developed, training was provided to seed production farm personnel, extension agents, seed testers, and leader farmers, and through training and provision of information on varieties recommended by the Rice Research Institute, the systematic distribution of registered seeds was promoted, and free-distribution rice producers (small farmers) The program contributed to the production of high quality seeds by free-distribution rice producers (small farmers).
