Strengthening Police Training and Implementation Capacity for Civilians and Peace Project Phase 2

The Democratic Republic of the Congo (DRC) is a conflict-affected country that still has conflict zones, and the country’s governance does not extend throughout the entire country. It faces serious challenges such as a fragile financial base, inefficient administrative structures, and a huge impoverished population due to the protracted conflict. On the other hand, it is one of the world’s leading resource-rich countries, and its vast land area and young demographic population indicate that it has extremely high potential for future growth. In order to take advantage of these potential growth factors and build inclusive economic growth, peace and security throughout the country is one of the prerequisites. To this end, maintaining public security and accelerating national police reform are goals of the National Development Plan, and specific plans for the national police include strengthening the capacity of police officers and providing them with regular training. Japan has supported the implementation of training programs for police officers since 2004 and has achieved some results. However, there are still many police officers who are engaged in their duties without the opportunity to receive training, and there is a need to improve the organizational capacity of the national police to ensure more autonomous and sustainable training programs. This cooperation will contribute to improving the quality of police work in the pilot regions of the country by strengthening the capacity of police officers and the establishment of community policing activities through the development of a training system for police and a system for implementing community policing activities.
