Electronic Reference Point Development Project for Land Management and Infrastructure Development

In Cambodia, the Land Law of 1992 introduced a system of private ownership of land, and the 2001 amendment to the Law established government responsibility for the protection of rights to private ownership of land. As a result, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) is currently operating a land registration system to conduct land boundary surveys, register ownership in the land registry, and issue land title certificates covering all of Cambodia. The General Department of Cadastral Geography (GDCG) under MLMUPC is responsible for cadastral surveying, which is a prerequisite for land registration. The goal is to complete land registration for all land by 2023, but as of March 2020, only about 60% of the country had been completed. In addition, the GDCG faces the challenge of efficiently surveying land for development, preparing topographic maps, and carrying out civil engineering work in order to promote infrastructure development to better manage urbanization and strengthen the economic and social infrastructure. High-precision location information via electronic reference points is effective in solving these issues, and the use of this high-precision location information is expected to create new services and businesses. This cooperation will promote efficient surveying using high-precision positioning and contribute to the efficient development and updating of cadastral maps for land management and the efficient implementation of infrastructure development by providing technical support for the development and operation of electronic reference points at project sites, strengthening the operation and maintenance capacity of data centers, and promoting their utilization. We will contribute to the efficient development and updating of cadastral maps for land management and infrastructure development.
