In Vientiane, the capital of Laos, recent economic and population growth has led to rapid urban expansion from urban areas to suburban rural areas. However, sufficient infrastructure has not been established, and urban problems such as deterioration of the living environment and loss of green areas and wetlands have arisen. Under these circumstances, Japan cooperated in the formulation of the “Vientiane Capital Urban Development Master Plan” (hereinafter referred to as “MP”) in 2011, but the formulation of regulations to implement the land use regulations and development permit system based on the MP has not been completed, and there is still much work to be done to improve specific development regulation procedures, improve the capacity of administrative officials to implement these procedures, and to provide the private sector and residents with the necessary information. It is necessary to improve specific development regulation procedures, the ability of administrative officers to implement them, and to inform private companies and residents about them. In addition, the Ministry of Public Works and Transport and Vientiane City Hall, which are in charge of urban planning, have not been informed of the progress of large-scale development projects through special economic zones and concessions by foreign capital, which has prevented progress in urban planning and development administration as a single entity. In addition, the Ministry of Public Works and Transport and Vientiane City Hall lack experience in dialogue with the private sector and local residents, and the lack of established building standards has led to the accumulation of dangerous buildings. This cooperation aims to strengthen the urban development management and promotion capacity of the concerned parties in Vientiane, and contribute to the systematic management and promotion of urban development by strengthening the urban development management mechanism, improving the urban development permit system, and supporting the planning of district-level public-private cooperative development projects and the formulation of building codes.
