Since the 1950s, Morocco has taken measures to address the expansion of unsanitary residential areas due to the concentration of population in urban areas. However, effective and integrated measures have not been taken due to a variety of factors, including inadequate financial resources, lack of a public financial system, rising land prices, insufficient involvement of local governments, and lack of coordination among government agencies. In an unsanitary residential area near the capital city of Rabat, environmental and sanitation problems were evident due to limited water taps, domestic wastewater and urine seeping into the ground, limited electricity supply, and largely unpaved roads. This cooperation improved access to basic social infrastructure services by constructing basic infrastructure facilities (water supply, sewerage, electricity, and roads) for unsanitary residential areas in a rural city near the capital Rabat, thereby improving the living environment of residents in the target area and contributing to the revitalization of the local economy.
