Emergency Humanitarian Assistance and Cooperation for the Displaced Population in Ukraine

The Japan International Cooperation Agency (JICA) has decided to dispatch an Emergency Humanitarian Assistance and Cooperation Needs Assessment Mission in the Health Care Sector (Third Assessment Mission) to Ukraine’s neighbor Moldova to assist displaced persons in Ukraine and neighboring countries. Two members of the four-member mission, including medical personnel and JICA staff, will leave Japan on May 16 and enter Moldova.


JICA dispatched a second mission to Moldova in March and April to conduct a needs assessment of cooperation in the field of healthcare and emergency humanitarian assistance, and to contribute to the coordination of emergency medical assistance and medical data management at the Emergency Medical Team Coordination Cell (EMTCC) established by the Moldovan Ministry of Health and the World Health Organization (WHO). The team also contributed to the coordination of emergency medical assistance and medical data management at the Emergency Medical Team Coordination Cell (EMTCC) established by the Moldovan Ministry of Health and the World Health Organization (WHO).


Since then, EMTCC has been operated by WHO, and now, at the request of WHO, the third survey mission will continue to coordinate emergency medical assistance and activities related to medical information management in cooperation with WHO, as well as to conduct a needs assessment for strengthening the disaster medical system in Moldova.


JICA will continue to provide maximum cooperation to Ukraine’s neighboring countries, including Moldova, which are hosting displaced persons, together with international organizations and other partners.
