Needs Assessment for Health Cooperation Mission in Ukraine

The last two members of the Japan International Cooperation Agency (JICA) mission to Moldova for the purpose of providing assistance to displaced persons in Ukraine and neighboring countries in the field of emergency humanitarian assistance and healthcare needs assessment returned to Japan on May 1, completing their field survey activities.


The first survey team, which began dispatching on March 19, conducted energetic survey activities, focusing on visits to evacuation centers and hospitals. The issues identified included the shortage of medical supplies and equipment, including pharmaceuticals, many of which had been procured from Ukraine. In addition, the second survey team, which was dispatched on April 5, selected and prioritized urgent medical equipment and supplies to meet local needs, and quickly formulated support measures.


The survey team also participated in the Emergency Medical Team Coordination Cell (EMTCC) established by the Moldovan Ministry of Health and WHO, and continued to support the coordination of activities of emergency medical teams in each country, data analysis of patient information through the use of the Minimum Data Set (MDS), and the formulation of plans to deploy emergency medical teams in case of a worsening situation. The support for the introduction of MDS enabled us to quantify and visualize patient data, clarify the medical needs and trends of the displaced population, and contribute to the coordination of assistance in the field.


JICA will implement the support measures concretized by the survey team as soon as possible, and will continue to provide maximum cooperation to Ukraine’s neighboring countries, including Moldova, which are hosting the displaced people, together with international organizations and other partners.
