JICA Ogata Research Institute Report “Human Security Today” First Issue

The Sadako Ogata Institute for Peace and Development Studies (JICA Ogata Institute) has launched the JICA Ogata Institute Report “Human Security Today” as a flagship report to be published regularly. This report analyzes and researches the concept of human security and its practice from a variety of perspectives, and aims to communicate to the world the significance of human security today, taking into account the changing times.


Under the theme of “Rethinking Human Security,” the inaugural issue includes a discussion of the significance of human security today and its implications for development cooperation based on an overview of current global threats, a discussion of the history and prospects of human security research, as well as a dialogue among experts on human security today. In addition, the “Topics” section discusses the new corona pandemic and human security from various perspectives, including the impact of the new corona on the health sector, changes in understanding and practice regarding human security in Africa in the wake of the corona disaster, and migrant remittances and human security in the corona disaster. Furthermore, research activities in various research areas of the JICA Ogata Research Institute are introduced from the perspective of human security.


Through the publication of this report, JICA Ogata Research Institute will contribute to the realization of a “resilient and strong” society that protects people’s lives, livelihoods, and dignity by constantly reviewing “human security today.

Human Security Evolving with the Times


-How can the international community, facing one of its greatest threats, protect the lives, livelihoods, and dignity of its people? -As a result, the world is in a state of crisis.


It has been almost 30 years since the concept of human security was born. Existing issues such as conflicts, natural disasters, forced migration, and negative impacts of globalization are becoming more acute, while new issues such as coronal disasters, climate change, the lights and shadows of DX, declining birthrates and aging populations are emerging. A human security perspective may be effective in correctly grasping and appropriately responding to these global issues. In this report, we would like to explore the question of how human security should be understood in the changing times and what would be the appropriate approach for its proper implementation.
