TICAD 8 “JICA Chair Follow-up Lecture” at the Tunisian National Academy of Public Administration (ENA)

Participants: about 50 ENA students, several from the Tunisian Ministry of Foreign Affairs, etc.


Background and Objectives


JICA is implementing the “JICA Development Graduate Cooperation Program” to develop human resources for future leaders in developing countries, and as part of this program, JICA Chairs are held at overseas universities and other institutions as an opportunity to learn about Japan’s development experience.


In Tunisia, the “JICA Chair” will begin in December 2021 at the ENA, which trains cadets for government and other executive positions, and three short-term intensive courses have been held so far (lectures by Professor Tadokoro, Keio University, President of Itami International University, and Advisor to JICA Ogata Institute, Kayashima).


The ENA students generally gave high marks to these lectures and requested additional lectures on TICAD 8, which will be hosted by Tunisia in 2022. In response to this request, a follow-up lecture on TICAD 8 was given by the JICA chair with the cooperation of the Embassy of Japan in Tunisia.

At the beginning of the lecture, ENA President Ravidi and JICA Office Director Ueno explained the significance of the “JICA Chair” in ENA and the background leading up to this follow-up lecture.


Following this, Japanese Ambassador Shimizu projected a TICAD PR video created by the Embassy of Japan in Tunisia, and then lectured on the importance of ownership and partnership, the fact that TICAD is not a Tunisian conference but an African conference, and the various possibilities for Tunisia as an “African gateway”. TICAD 8, which will be held in August, is expected to discuss issues such as the Corona disaster and reconstruction from the Ukrainian crisis.


Next, Mr. Ueno, Director of JICA, introduced JICA and gave a lecture on TICAD 7 as a case study, noting that after the conference, the Japanese government announced its initiatives for Africa with a declaration by the participants, and that JICA is promoting cooperation in Africa in the three areas of economy, society, and peace and stability based on this declaration. In Tunisia, JICA is also promoting cooperation in the three areas of economy, society, and peace and stability. In addition, Mr. Mejai, an ENA alumnus from JICA office, who visited Japan while studying at ENA and became interested in Japan, introduced that he worked at the Ministry of Environment and now works at JICA office and would like to share his experiences in Japan through the JICA chair and other activities.


During the Q&A session, Ambassador Shimizu, Director Ueno, and Mr. Medjayi answered questions on how TICAD 8 could be used as an opportunity to promote investment in Tunisia. Several members of the Tunisian Ministry of Foreign Affairs participated in the lecture, which was also reported in the local press and served as an opportunity to publicize TICAD 8.
